For basic play, as long as you got 1 ring, you can make it to the end. That's how Sonic has been designed from the beginning. Obviously that's not gonna happen on most people's first runs, so they have to replay the stages to learn their layouts and the best routes to take to ensure a speedy, clean run. The player is incentivized to complete levels quickly and cleanly. Sonic games generally have several bonuses when finishing a level among them, two of the most common throughout the series are the Time Bonus (the faster you complete a level, the more points the player is rewarded) and the Ring Bonus (the number of rings the player holds at the end of the level is converted to point, the more the better). Sure, losing all of that sucks and feels bad, but that's practically every video game. But as health, it's much easier to recover many rings spread all over than a few that go flying farther away, so it might be "irrelevant to the game if you have 200 or 1," but it's definitely relevant to the player. So the incentive to get more rings is mainly for a better score. So as people have pointed out already, including you, the player only really needs one ring to survive. If you think so then you don't need to frame it as a question, you can just say "Sonic losing all of his rings is the worst." I'd still disagree though.
